He is the Adviser for Sengkang West division, comprising Anchorvale and Fernvale estates. In July 2006, Dr. Lam was appointed to the Government Parliamentary Committees (GPC) for Transport and Health. He is also the Deputy Chairman of the GPC for Health. Dr. Lam is a Consultant Pediatric Ophthalmologist at the KK Women's & Children's Hospital. He is married with 2 daughters. Prompted by his soft spot and love for little children, he enjoys treating children with eye problems. Dr. Lam was educated in Anglo Chinese Primary School and Secondary Schools and in National Junior College. He graduated from the National University of Singapore (NUS) with a Bachelor of Medicine, Bachelor of Surgery (MBBS) in 1993 and completed his internship one year later. Dr. Lam signed on as a regular officer in the Singapore Armed Forces (SAF) in 1995 and held several appointments in the Republic of Singapore Air Force (RSAF). Whilst in service, Dr. Lam obtained his Diploma in Aviation Medicine from United Kingdom in 1997, and subsequently Fellowship of the Royal College of Surgeons (FRCSEd) and Master of Medicine (MMED) in Ophthalmology in 2000. He was also appointed as an evaluating medical examiner and member for the Civil Aviation Medical Board by the Civil Aviation Authority of Singapore. In July 2009, Dr. Lam was appointed to the Government Parliamentary Committees (GPC) for Transport and Health, and was appointed Chairman of the GPC for Health in May 2009. Dr. Lam has a keen interest in jogging, swimming and water sports like canoeing and dragonboating. He is currently the Deputy President of the Singapore Dragonboat Association Management Committee. SENGKANG WEST was formed in the run-up to the 2006 General Election and houses about 12,000 residential units and 48 commercial units. The profile of its residents is largely young couples and their families.
Dr. Lam’s vision for Sengkang West is to turn it “from ulu to cool”, with the aim of redeveloping the rustic town into a “suburban recreational hub”. A major part of the Town Plan will be to develop new amenities which will meet the needs of the new and younger residents. This includes the Sengkang Riverside Park, the Anchorvale Community Club (CC) and Sengkang Sports and Recreation Centre, which have been popular with residents.
In addition, a section of the Punggol River will be dammed up to create a reservoir area where residents can take part in water sports and activities. Just a stone's throw away from the CC is the new Sengkang Riverside Park, part of which was unveiled to the public in November 2008, when the Ang Mo Kio - Yio Chu Kang Tree Planting Day cum Fruit Carnival was held at its premises. A colourful variety of local fruit trees can also be found in this park, all part of the collaborative efforts of residents and students of Ang Mo Kio GRC and Yio Chu Kang SMC as well as supportive corporate bodies.
