Adviser Profile

Dr Balaji Sadasivan is our Senior Minister of State, Ministry of Foreign Affairs, as well as elected Member of Parliament for the Ang Mo Kio GRC (since October 2001). Currently, he is Adviser to Cheng San – Seletar GROs. 

Upon graduation from the National University of Singapore with a Bachelor in Medicine and Bachelor in Surgery in 1979, Dr Balaji continued his education at Royal College of Physicians and Surgeons of Glasgow in Scotland. He became a Fellow in 1984, and subsequently trained at the Henry Ford Hospital in Detroit, Michigan from 1985 to 1990. Thereafter, Dr Balaji returned to Singapore and served in local hospitals as a neurosurgeon. During this period, Dr Balaji also pursued a Bachelor of Laws from the University of London and received his honours degree in 1997. It was in 2001 that he became a full-time politician.  

Dr. Balaji enjoys reading, and has published over 50 book chapters and journal articles. He is also known as a champion of issues related to public health and active ageing for the elderly.

Know Your Estate

The Chinese name for Cheng San literally stands for “Tranquil Hill”, synonymous with its hilly greenery and serene environment. In the early days, Cheng San was a stand-alone Constituency. Since the 2001 General Elections, the area was absorbed by 3 other GRCs, namely Ang Mo Kio GRC, Pasir Ris – Punggol GRC and Aljunied GRC; due to a redrawing of electoral districts by the Elections Department. Since then, the CHENG SAN – SELETAR division has thrived under the leadership of Dr. Balaji Sadasivan, MP for Ang Mo Kio GRC and Adviser to its GROs.  

The division houses more than 9,000 residential units, 200 commercial units and 350 hawker stalls. 

Besides the various Lift Upgrading Projects and Barrier-Free Access projects taking place around the division, Zone A (Blocks 520 to 524, Ang Mo Kio Ave 5) also became the first precinct in Ang Mo Kio GRC selected for the Neighbourhood Renewal Programme. Residents will have a say in the type of improvement works they want to see in their precinct, with costs fully borne by the government. 

The Cheng San Community Club (CC) also boasts the distinction of being the first CC to be built by a park (Ang Mo Kio Town Garden East). Conveniently located just beside the Ang Mo Kio MRT station, the CC was upgraded in 2005 to include new amenities to better meet its residents’ recreational needs. Plans to build a 3G Centre beside the CC are also underway, with the objectives of promoting active ageing and social interaction for all ages.  

At the same time, a new residential project – Park Central @ Ang Mo Kio will soon commence in Cheng San. This project is Singapore's third condominium-style public housing, under the Build-to-Order scheme.  

With new residences and improvement works scheduled for completion in the near future, residents can be assured that their living environment is adequately taken care of, and can look forward to a seamless integration of living, recreation and transport.  

5 Residents’ Committees (RCs) are situated in the division to ensure that the views and aspirations of residents are well represented.

Did You Know?

Completed in February 2004, Cheng San Market and Cooked Food Centre (situated at Blk 527 Ang Mo Kio Avenue 10) was part of the Hawker Centres Upgrading Programme (HUP) launched by NEA in February 2001.

Hawker centres are an unique feature of the Singapore landscape and has become an integral part of most Singaporean's lifestyle. Recognising the demand to preserve local hawker culture, yet not let it become irrelevant with time, HUP aims to upgrade markets/hawker centres built more than 20 years ago over a period of 10 years. 

The Town Council supports in the upkeep of Cheng San Market and Cooked Food Centre through frequent market cleaning and ensuring that surrounding public amenities are well maintained.
